Outdoor Stage & Great Lawn Project

image.png

BlackRock Center for the Arts seeks to improve the aesthetic, functional, and safety aspects of our Outdoor Stage and Great Lawn spaces. With this project, we hope to expand our capacity for providing high quality outdoor programming to one of the most diverse communities in the nation. Ultimately, the project will help:

  • REVITALIZE the Outdoor Stage and Great Lawn spaces to provide high quality outdoor programming.

  • DISTINGUISH BlackRock Center for the Arts as a cultural arts organization, separate from the design and feel of the surrounding facades.

  • INVITE the community to utilize our Great Lawn as a space to meet, create, play, and relax.

  • ENHANCE aesthetic, functional, and safety aspects of the Outdoor Stage to expand capacity for outdoor concerts and events.

Request for Proposal

UPDATE: The proposal submission date is September 22, 2023.

RFP Clarification Questions:

  • Reference Item 1.1: Does the center’s capital grant funding have a required date by which funds must be used?

    • We have 7 years from July 1, 2022 to use the funds. However, BlackRock intends to have the project totally complete within 5 years of July 1, 2022.

  • Reference Item 2.0f: Are there known hazardous materials on the site? Will a new assessment be required?

    • There are no known hazardous materials on the site.

  • Reference item 2.0g: Is there any recognized historic preservation element on the campus? Or is historic preservation not applicable?

    • There are no recognized historic preservation element on the campus.

  • Is contingency funding included in the capital grant funding, or is it outside the grant? Is there an established owner’s contingency amount? Will the center consider a standard contingency amount across all bids to ensure bid equality.

    • BlackRock has reserved additional grant funds for contingency purposes outside of the stated amount listed in the RFP that is standard across all bids.

  • Reference 3.0 a and d: Is there a difference between the Design-Builder and the Contractor? If this is the same entity, do all of the points accrue in the same way (as an aggregate)? Are different submissions required?

    • Yes, the points will accrue in the same way. Different submissions are not required as long as the proposal ensures the experience and clarity that the applicant will be both the designer and contractor.
